Germany HGV Toll changes 2024
Germany made changes to their truck toll system in 2023, and they’re planning more adjustments in 2024. They’re introducing a new CO2 toll that will affect vehicles meeting Euro 0 to Euro 4 emissions standards. These standards are set by the European Union to regulate vehicle emissions. Instead of being based solely on weight, the toll, starting from December 1st, 2023, will now consider both weight and a CO2 surcharge of 200 euros per ton of CO2 emitted. This shift means many vehicles will fall into higher weight classes, leading to increased toll costs. In fact, the most impacted group will end up paying nearly double compared to what they paid earlier in 2023.
What changes to expect more in 2024?
One of the first changes that have come with the new year is the implementation of tolls on vehicles powered by natural gas. Looking ahead, another significant change is anticipated to take effect on July 1, 2024. At present, only vehicles weighing 7.5 tons or more are impacted. However, by July, this criterion will broaden significantly to encompass any vehicle weighing 3.5 tons or higher. This expansion will substantially increase the number of vehicles subject to this toll.

The changes to the toll system will lead to increased freight costs, making goods more expensive. This could also reduce competitiveness in the economy. Transport companies and the entire supply chain will soon feel the financial strain of this toll. It’s likely that other transportation methods will become more popular as hauliers seek to avoid these costs, resulting in more rail and water transport usage.
Green Impact on the Transport Industry
One positive aspect amid the toll increases is the exemption for electric vehicles. Electric vehicles are estimated to be around 3.5 times pricier than diesel trucks. This, combined with other factors, has slowed down the anticipated shift to electric vehicles. However, the introduction of the CO2 toll aims to address this issue. By increasing tolls on trucks, the purchase and transition to electric vehicles become more appealing and cost-effective. It’s anticipated that this CO2 toll will set a precedent for other European countries, potentially leading to similar initiatives elsewhere.
